Across the UK’s stone fabrication industry, routine dust management is now under intense scrutiny following a nationwide enforcement campaign launched by the Health and Safety Executive.
The catalyst for the crackdown was the tragic death of two young engineered stone workers in 2024, both linked to exposure to Respirable Crystalline Silica. In response, the HSE announced a major inspection programme, targeting more than 1,000 stone fabrication workshops across Britain.
For owners and managers, this represents far more than another compliance exercise. It’s a clear signal that businesses must take a closer look at how silica risks are managed and whether existing control measures genuinely meet COSHH requirements.

The urgency behind the campaign is rooted in the changing nature of the stone fabrication industry itself. Engineered stone products, which have become increasingly popular in kitchens, bathrooms and commercial interiors, can contain up to 95% crystalline silica. By comparison, many natural stones contain significantly lower levels. Cutting, grinding and polishing engineered stone releases extremely fine silica particles into the air. Once inhaled, they can penetrate deep into the lungs and cause permanent damage.
According to the HSE, exposure to RCS is linked to serious health conditions including silicosis, chronic obstructive pulmonary disease, lung cancer and kidney disease. The regulator estimates that around 500 construction workers die every year from silica-related lung cancer in Britain alone, but what makes the current situation particularly concerning is the emergence of what medical professionals describe as, “accelerated silicosis”. Traditionally, the disease developed after decades of exposure. However, workers in engineered stone environments have suffered irreversible lung damage in a matter of months or years due to the extremely high silica content involved. This has transformed silica dust exposure from a long-term occupational hazard into an immediate health emergency for the industry.
Most businesses are familiar with COSHH regulations and existing HSE advice surrounding dust control. What has changed is the watchdog’s approach to enforcement. Inspectors are actively visiting workshops, reviewing processes, assessing extraction systems and evaluating whether employers are taking adequate measures to protect employees.
Businesses relying on older dust control methods may now face significant regulatory consequences. The HSE has emphasised that companies must follow a structured hierarchy of controls to minimise exposure risks. Anything less may no longer satisfy inspectors if wider contamination issues remain unresolved.
Under COSHH regulations, employers are required to reduce exposure to hazardous substances as far as reasonably practicable. In the case of engineered stone fabrication, the HSE expects businesses to apply multiple layers of protection, rather than relying on one isolated measure.
The first consideration is material substitution. Where possible, workshops are encouraged to explore products with reduced crystalline silica content. While this may not always be commercially viable, the regulator expects businesses to assess whether safer alternatives could realistically reduce exposure levels.
One of the strongest messages emerging is that dry cutting engineered stone presents an unacceptable level of risk. Studies have shown that it can generate between five and ten times more airborne silica dust compared with processes using effective water suppression. As a result, workshops continuing to carry out dry cutting operations face a significantly increased likelihood of enforcement action.
Wet cutting systems are now considered a fundamental baseline control measure. Water suppression helps prevent fine silica particles from becoming airborne at the source, dramatically reducing immediate inhalation risks.
The HSE is also emphasising an important point that water suppression alone doesn’t eliminate the problem entirely.
While wet cutting reduces airborne dust during fabrication, it also creates slurry, residue and fine mist throughout the workshop environment. Once this material dries, silica particles can become airborne again through sweeping, movement of equipment, or general workshop activity. This secondary contamination risk is one of the key reasons the HSE is pushing businesses toward more comprehensive dust management strategies. Inspectors are increasingly focused on housekeeping standards, cleaning procedures and the overall movement of airborne dust within the workshop environment.
Traditional dry sweeping methods are now widely recognised as unsuitable because they can reintroduce hazardous particles into the air. Instead, businesses are expected to adopt cleaning systems designed specifically for hazardous dust control, including M-class or H-class vacuum systems and controlled wash-down procedures.
The challenge is no longer simply controlling dust at the blade: it’s about preventing silica particles from migrating throughout the entire workspace.
Professional dust extraction systems are becoming an essential part of COSHH compliance within modern stone fabrication workshops. Businesses are recognising that localised extraction plays a critical role in controlling the spread of hazardous silica particles beyond the immediate cutting area.
Modern dust extraction systems are designed to capture airborne contaminants before they disperse across the workshop. This becomes particularly important during activities such as polishing, edge finishing and manual processing, where fine dust can remain suspended in the air for extended periods.
Downdraught benches are increasingly used to create controlled workstations that draw contaminated air away from the breathing zone. By pulling dust downwards into integrated filtration systems, the benches help prevent particles from circulating throughout the wider workshop.
Similarly, dust control booths can establish isolated “clean zones” within fabrication environments. These enclosed or semi-enclosed areas are designed to contain airborne silica particles and reduce exposure risks for people working elsewhere on site.
There are serious implications for workshops failing to meet standards. Inspectors have the authority to issue Improvement Notices requiring businesses to correct issues within a set timeframe. In more serious situations, Prohibition Notices can halt certain activities immediately until risks are brought under control. There’s also a financial impact through the HSE’s Fee for Intervention scheme. Businesses found to be breaching health and safety law can be charged for the regulator’s time spent investigating and addressing those failings.
Beyond regulatory penalties, there are wider reputational and operational risks to consider. Increased employee absence, compensation claims and production disruption can all place additional strain on businesses. Most importantly, inadequate control measures place workers at risk of life changing health conditions that are preventable with the correct systems and procedures in place.
For workshop owners, the crackdown means moving beyond minimum compliance and adopting a more proactive approach to dust management. Health surveillance, staff training, effective housekeeping procedures and professionally designed extraction systems all form part of the modern COSHH strategy. No single control measure is enough on its own.
Businesses shouldn’t view these investments purely as regulatory costs. Effective dust control supports workforce wellbeing, improves operational cleanliness, reduces downtime and demonstrates a serious commitment to safety standards.
With inspections continuing across the UK, workshops that act early will be better positioned to protect both their employees and future operations. The message from the HSE is clear; the stone fabrication industry has entered a new era of accountability and preparation is crucial.
